Residency for Tuition Purposes

How Porter decides whether you pay the Wesconsin resident rate: the 12-month rule, the exceptions, reciprocity, and how to ask for a second look.

The rates and who sets your classification

Full-time undergraduate tuition for 2026–27 is $9,140 a year for Wesconsin residents, $13,710 at the Midwest Student Exchange rate and $17,880 for non-residents (tuition and costs). Minnesota residents pay the reciprocity rate instead (tuition reciprocity). On a four-year degree the difference between resident and non-resident tuition is more than $35,000, so the classification matters.

The Office of Admissions makes the first determination from the residency questions on your application, and the result is printed on your admission letter. After you enroll, reclassification requests go to the Registrar’s Office. This is not the same thing as the degree residency requirement, which is about how many credits you earn at Porter.

The basic rule: 12 months

You qualify for resident tuition if you have been a bona fide resident of Wesconsin for at least 12 consecutive months immediately before the first day of the term. For fall 2027, which begins September 1, 2027, that means since September 1, 2026.

  • Residence means domicile: your permanent home, where you intend to stay, and not a place you moved mainly to attend college. Time spent in Wesconsin primarily as a full-time student generally does not start the clock.
  • Dependent students take the domicile of a parent or legal guardian. If a parent has lived in Wesconsin for 12 months, you qualify even if you finished high school elsewhere. With divorced or separated parents, either parent’s domicile counts.
  • Evidence the office looks at: a Wesconsin driver’s license or ID, voter registration, a full-year Wesconsin income tax return, vehicle registration, a lease or property ownership, and in-state employment. No single document decides it.

Asking to be reclassified

If you were classified as a non-resident and now meet the rule, submit a reclassification request to the Registrar’s Office, Founders Union 105, with your documents. Deadlines are the tenth day of classes:

TermReclassification deadline
Spring 2027February 5, 2027
Fall 2027September 15, 2027

Decisions arrive within 15 business days. Reclassification is never retroactive: a request filed after the deadline applies to the next term. Students classified as residents keep that status while continuously enrolled, even if their parents later move away, unless they establish a home elsewhere.

Appeals

You may appeal any classification in writing within 20 calendar days of the decision. The Residency Appeals Committee — a representative of the Registrar, an associate director of admissions, a Bursar’s Office representative and one faculty member — reviews the file and may invite you to meet. It decides within 30 days, and its decision is final within the university.

  • Pay the bill as charged while the appeal is pending; if you win, the difference is credited to your account.
  • Misrepresenting residency leads to the full non-resident charge for every affected term.
  • Returning after time away? Residency is reviewed again on readmission.

Fictional information

UW–Porter Falls is a work of parody. Wesconsin is a fictional state, and these residency rules, rates, deadlines and appeal procedures are invented; they are not legal guidance about tuition residency in any real state.
