
Two forms
A physical item — a textbook copy, a DVD, a lab manual — is a print reserve, borrowed for a couple of hours so it circulates through a whole class. A chapter or article the instructor cleared for the course is an electronic reserve, linked straight from the course site with no limit on who reads it when.
If something's missing
A reading that isn't there yet is usually still in copyright review; the library clears each electronic reserve for fair use before it posts, and will rush one an instructor flags as urgent.

Set up by: The instructor, before the term; students just use them. Anything time-sensitive — an accommodation, a booking, a deadline — is worth confirming directly before you rely on it, because the specifics here can change from term to term.
