Two tracks
An org submits an annual budget in the spring for its predictable year — recurring events, equipment, dues to a national body. Anything that comes up mid-year — a conference invitation, a speaker who became available — goes through a rolling request heard within a couple of weeks.
The rules that catch people
Funding pays vendors directly rather than reimbursing an individual where possible; food is capped per head; travel needs the student travel-registration paperwork on file first; and nothing partisan, religious in worship, or personal-benefit is eligible. Source: A share of the student activity fee, allocated by a Student Government finance committee. Cycles: An annual budget request, plus rolling requests for one-off needs.
