What the council does
The Town–Gown Council was set up in 2004 by a joint resolution of the Porter Falls Common Council and the chancellor, after a rough spring of party complaints. It has no budget of its own and cannot pass ordinances. It is the place where the city and the university talk things through before either one acts. In practice, most of the shared-service agreements between the two start here as a recommendation. That includes the Porter Loop contract, Riverfront Trail plowing and the joint rental-housing guide.
Meetings are public and include a 15-minute comment period. Anyone may speak for up to three minutes; sign up at the door.

Recent and upcoming agenda items
- Rental registration and inspection. The city’s proposed ordinance would register every rental unit and inspect each one on a three-year cycle, starting January 2027. On September 16, students asked for inspection reports to be public. Landlords asked for a longer phase-in. The council recommended public summaries and an 18-month phase-in, and the Common Council votes in October. Background for renters is in the off-campus housing guide.
- Porter Loop funding. The 2027 contract with Porter County Transit is $1.14 million. The university pays 62% and the city 38%, the same split as 2026. Still open: whether to run a Sunday pilot from noon to 6 p.m., with the extra $96,000 split the same way. A recommendation is due November 18. Routes are on Transportation & parking.
- Millrace Week noise. The Thursday Foundry pour and the fireworks over the quad are traditions, and so are the complaint calls. The 2026 plan moved the fireworks to end by 9:45 p.m., put a sound monitor on the Cedar Bluff side of the river and gave neighbors a direct line during the week. The post-week report is on the November agenda. See Traditions for why there is a foundry pour at all.
- Move-in traffic. Founders Drive will be one-way for move-in again in 2027, and the city will lend its message boards.
- Economic impact. The institute presented the FY2026 economic impact report on September 16. The questions were sharp and polite.
Bringing an issue
Residents can raise an issue during public comment or email the council staff by the Monday two weeks before a meeting to ask for an agenda item. Neighborhood concerns about a specific address go first to the Porter Falls Police non-emergency line or to the Dean of Students Office, not to the council. Students living off campus will find Moving off campus and the Cedar Bluff and Founders Triangle neighborhood pages useful.
Fictional information
UW–Porter Falls is a work of parody. The Town–Gown Council, its members, meetings, ordinances and funding splits are invented. The mayor, alderpersons, police chief and everyone else named here are fictional, and no real city council is involved.
